New BMZ-GIZ Publication: Measuring the Results of Skills Development Interventions

Our Monitoring, Evaluation and Learning team was commissioned by GIZ to conduct a major study on “Measuring the Results of Skills Development Interventions: Experiences of Impact Evaluations by German, Swiss and Austrian Development Cooperation”.

The research team to design and implement the study was composed of two external experts, as well as two in-house staff members. The methods used included comprehensive desk research, analysis by means of semi-structured interviews with the authors of selected evaluation reports, and the compilation of the findings in 9 case studies presenting various types of impact evaluations.

Upon project completion, we were honoured to present the findings of the study at a joint workshop to GIZ and the Inter-American Development Bank (IDB).

We thank all interview partners and the GOPA Worldwide Consultants’ expert team who enabled this new publication covering an overview of general impact evaluation designs and approaches, evaluation policies and impact evaluation trends in German, Austrian and Swiss (DACH) Development Cooperation. The publication includes: exemplary case studies of impact evaluations; a toolbox with reflection questions for practitioners; strategies on how project planners, project implementers and policymakers can use the findings from impact evaluations; and conclusions and key recommendations for the Latin American, Caribbean and other regions.
